Situation in the Dominican Republic

Embassy has continued, resulting in another Marine
being killed. and one wounded. No new informatio
n on
the situation in the Dominican interior has been re-
ported.
2. General York's assessment of the situation
(as of 2000 EDT last night) states that the loyalist
forces (who are estimated as numbering about 1,000)
face a determined enemy willing to fight using the
techniques of trained guerrillas. Friendly forces,
on the other hand, appear to be without strong
leadership, particularly at the top echelon, and
are operating through a junta, which delays decision-
making. Loyalist morale has noticeably improved
since the arrival of additional US forces, but to
win out in city fighting with such reduced forces
appears beyond the loyalists' present capability.
General York concluded that if the rebels were to be
subdued, it would have to be done almost entirely by
US forces,
3. Former US Ambassador Martin, whose per-
suasion of Bosch by telephone yesterday was an impor-
tant factor in obtaining rebel leaders' signatures to
the cease-fire agreement, has some pertinent observa-
tions on the present situation. He notes that when
he arrived in the Dominican Republic in 1961 after
the assassination of Trujillo, he found it a shattered
country, but now it is one in disintegration. He re-
ports that Antonio Imbert, who is one of the two sur-
viving assassins of Trujillo, is convinced that rebel

leader Colonel Caamano has literally gone crazy.
Imbert says there was less shooting last night and
feels that the presence of the US forces is causing
some rebels to surrender and others to hide their
arms.
