The US military attaches have expressed their views on the performance of the loyalist Dominican mili- tary leaders during the crisis. They consider that there was only one "fighting general" on the loyalist side during the insurrection, and that was General de los Santos, chief of staff of the air force. Generals Wessin y Wessin, Rivera Cuesta, Hungria, Hermida, Garcia Ur.baez, Luna, and Belisario Peguero "have been and con- tinue to be ineffective," they say. The attaches would disagree with the statement that the Dominican military have "virtually disintegrated." They point out that the air force, the navy and the training center are all intact and still control the preponderance of their equipment and forces. 2. In a joint situation report prepared by CIA and State representatives at 8:00 pm EDT last night, it is pointed out that there is an increasing number of reports of Communists and other revolutionaries="moving in the Santiago area."
