There is no confirmation of this or other reported minor incidents along. the Kashmir front, but claims and counterclaims of this nature can be expected in future weeks, 2. Soviet delegate to the UN Fedorenko yester- day protested Thant's action in recruiting additional personnel for supervision of the cease-fire on the subcontinent as well as the estimated expenditure of $1,6 million for this purpose. Fedorenko claims that both the assignment of new personnel and the concomitant expenditures require specific Security Council authorization. 4, Today's Communist Chinese People's Daily quotes a correspondent's dispatch from et wh h warns that Indian troops are still close to China- Sikkim boundary, are stepping up the building of Appro 25X1X 25X1 ~GRE1' Approve - 30001-2 military works, and are "concentrating heavy armed forces with the aim of intruding into Chinese ter- ritory." The report adds that, the Chinese frontier guards are closely watching the Indians "for ag- gression." Statements of this nature seem designed to warn the Indians that the border issue can be re- opened at any time.
