INTELLIGENCE MEMORANDUM
The India-Pakistan Situation
(Report - As of . 0 K.-CE
1. Discussions continue in the United Nations
regarding.the form of UN effort most likely to achieve
a permanent settlement of the Kashmir problem'. U Thant,
who favors a commission of four.,Great Powers to under-
take the task, is receiving a less-than-enthusiastic
response, although Pakistani Foreign Minister Bhutto
favors the idea of such a commission. There is also
discussion as to whether the immediate troop withdrawal
problem and the longer-range search for a permanent
settlement should be handled by one or two UN bodies.
2. A Karachi radio broadcast of 25 September re-
ports that Pakistani'President Ayub has informed So-
viet Premier Kosygin that he feels the USSR's influence
on the Kashmir question can now best be exerted in the
Security Council. Previously, both Pakistan and India
had accepted in principle Kosygin's proposal of 17 Sep-
tember that Ayub and Indian Prime Minister Shastri
should meet on Soviet soil to seek settlement of the
Kashmir dispute. Apparently this new communication
represents a shift in, Pakistan's thinking.
3. Meanwhile, the task of marshalling a UN ob-
server force is making progress. Brazil, Canada,
Ethiopia, Ireland, and Nigeria have promised officers
for the UN-India-Pakistan Observer Mission (UNIPOM),
which will be stationed south of Kashmir, while Canada,
Denmark, Italy, Norway, Finland, and Sweden have
promised additional observers for the United Nations
Military Observer Group India Pakistan(UNMOGIP) which
is already stationed along the 1949 cease-fire line.
