Approved For R - OCI No. 2027/65 CENTRAL INTELLIGENCE AGENCY Office of Current Intelligence 28 September 1965 INTELLIGENCE MEMORANDUM The India-Pakistan. Situation (Report #79 - As of 6:00 A. M. EDT) 08? 1. The UN Security Council has demanded that India and Pakistan implement the cease-fire resolution of 20 Sep- tember calling on them to E withdraw all armed personnel to positions held prior to the outbreak of fighting. 2. Neither nation has given any indication it will obey the resolution, Following the adoption of the reso- lution, India's UN Ambassador and Pakistan's Foreign Minister Bhutto traded charges before the council. Both accused the other's nation of violating the cease-fire even before it went into effect and listed cease---fire violations. The Indians raised the issue of Pakistani- backed infiltrators in Kashmir, and Bhutto replied that the cease-fire can only be completely effective if a solution to the Kashmir problem is found. 3. Karachi radio reports that "freedom fighters" in Kashmir inflicted 90 casualties on an Indian column, shot down a helicopter and wiped out a military post on 26-27 September. The reports are probably exaggerated, but do indicate that fighting continues. 25X1 25X6 25X1 Approved For Release 2004/07/ P79T00472A001500030018-4 01 Approved For Ruse 2004/07/$E(Z%ENDP79T00472AOA'L 0003018-4 25X1 5.
