INTELLIGENCE MEMORANDUM
The India-Pakistan Situation
(Report-#110 As o4:00 P.M. EDT)
8 25X1
1. There have been no further reports of significant
military incidents.
2. In Calcutta the food situation is reported to be
increasingly serious. Because the 1900 gram ration is inadequate,
most persons are forced to make black market purchases. The
price of wheat and rice on the black market has doubled since
1 October. The Government of West Bengal is planning an addi-
tional cut of about 200 grams for about two weeks while awaiting
a food shipment that has reportedly been dispatched from Delhi,
3, India's Minister of Law has said that if Pakistan
carries out its alleged threat to conduct prize court pro-
ceedings over Indian ships and cargo seized during the recent
conflict, India will be entitled to take reprisals, such as a
blockade and seizure of Pakistani ships or cargo destined for
Pakistan.
