The Dominican Republic Situation Report

1. Garcia Godoy has expressed concern over the
possibility of violence erupting today as a result
of the general strike called by leftist and Communist
led groups. The OAS Committee has requested that the
Inter-American Peace Force (IAPF) be put on alert.
The regular Dominican military has said it will not
tolerate a strike, but the course of action it will
adopt is not yet clear. The armed forces may wait to
see if the strike gains momentum.
2. It is not yet clear how successful the strike
will be, since it does not have the backing of Bosch's
Dominican Revolutionary Party (PRD) or the Autonomous
Confederation of Christian Trade Unions CASC the
country's second largest labor group./

nist strike leaders inc including Caamano, his political
advisor Hector Aristy, and Revolutionary Social
Christian Party leader Caonabo Javier met yesterday
afternoon to develop arguments to bring Bosch into
support of the strike. It is possible that if this
trio is unsuccessful they may back out. In any event,
it is unlikely that the walkout will take hold out-
side of Santo Domingo and some south coast sugar towns,
and even in these areas the public may not support a
strike over political issues. In Santo Domingo, Com-
munists appear ready to agitate for the walkout, and

they will probably intimidate some workers into stay-
ing out.
3. Yesterday afternoon the provisional regime
requested US visas for nine rebel officers, including
Caamano, and for Army Chief of Staff Martinez Arana
and Air Force Chief of Staff de los Santos. The
regular military leaders apparently feared this move
was the forerunner of their forcible ouster, and alerts
were ordered in the downtown Santo Domingo army head-
quarters, San Isidro Air Base and Santiago. By late
in the evening, however, the alert had been relaxed.
Meanwhile, the wives of several rebel officers, in-
cluding Mrs. Montes Arache, appeared last night at
the 27th of February camp with suitcases in hand,
possibly to await the departure of their husbands.
