1. No new major incidents of violence have been
reported as of mid-afternoon, but the general strike
appears to meeting with some success. Minor disturb-
ances have been reported in a number of interior towns
but they have been easily contained by security forces,
according to US military sources.
3. The decision of the PRD was made known to Liie
US Embassy today by a top aid to Bosch. He said that
the PRD will privately inform Garcia Godoy that for
the strike to end, Defense Minister Rivera, but not
the service chiefs, must depart. In revealing this
position to the Embassy, Bosch is clearly attempting
to pressure the US into taking quick action to force
Rivera's exit. By not making the strike call public,
Bosch makes himself appear as a "moderate" attempting
to maintain peace and order. After Rivera is ousted,
however, Bosch intends to reap a harvest of popular
plaudits and publicly call for a return to work.
Bosch's backing, even though tacit, will probably
give this strike an impetus that other recent walk-
outs have lacked.

4. It does not appear likely, however, that
Rivera is ready to leave in the near future. He
said this afternoon that there were positive indi-
cations the rebel camp will be dismantled in the
immediate future but it does not seem likely that
this will be the case. Significantly, Rivera stated
he could not leave if it appeared he was knuckling
under to leftist and Communist pressure since it
would not be acceptable either to him or to the mili-
tary as a whole,
5. The Embassy has commented on today's appoint-
ment of Colonel Morillo as National Police Chief,
noting that he has worked closely with the US legal
attaches and public safety advisors, and adding that
he is regarded by the Embassy "as the best available
choice". Opposition to his appointment within the
police seems centered among those senior officers
who stand -to lose either their positions or privileges
as a result of his expected "cleanup" drive. The
Embassy adds that 'the general resistance of the mili-
tary 'to 'this shift is probably the result of their
reluctance to see Garcia Godoy make any changes in
the leadership of the security services.
