There have been no major developments re- ported since the last situation report. 2. Despite General Suharto's seeming slowness in asserting his newly-won authority, he apparently remains the de facto national executive and is con- tinuing to issue public orders on "behalf" of Sukarno. 3. Suharto's latest orders have called upon regional and local authorities to maintain calm, en- sure the smooth movement of consumer goods, maintain vigilance against the "Nekolim project of Malaysia" and "make devotion to the people a starting point." 4. A mass rally in support of General Suharto staged by the army's student and political allies is scheduled for Djakarta on Tuesday.
