Mission 1036-1 is the first of a two part KH-4 operation. The mission was productive, although heavy cloud cover prevented a useful readout of some important targets in the USSR and China. It was prepared by representatives of the Office of Current In- telligence and the Directorate of Science and Technology, with photographic assistance by CIA/IAD and coordination by the Office of National Estimates. Two new long range SAM complexes were identi- fied raising to 19 the total number of such complexes. One of the new facilities is located just north of the Plesetsk ICBM complex and the other at Mozhaysk, about 65 miles southwest of Moscow. The site at Plesetsk is considerably north of the barrier formed by the other long range SAM facilities in the northwest USSR and apparently is intended to provide point defense of the ICBM complex. 5. All except one of the six ABM sites around Moscow were photographed. Although no major changes were noted, considerable construction activity is evident at all of the sites. The electronics facili- ties at three of the six sites could be operational within the next few months, however launch positions are under construction at only one site. Soviet ICBM Coverage 6. Only ten of the 25 Soviet ICBM complexes were covered by clear photography. So far, 15 new single silos--five large and ten small--have been identified. A new group of large silos is under construction at Kartaly, raising to four the number of complexes with four groups of six large silos. The fifth large-silo complex--Aleysk--has only two groups of six silos. Nine small single silos were found at Olovyannaya, in- creasing to 73 the number of silos at this complex. The single silo count now stands at 409--297 small and 112 large. 7. No significant changes were noted in the cloud free areas at the Tyuratam and Kapustin Yar missile ranges.
