The Security Situation in Uruguay
(situation Report Number 13)
1. The Communist Party of Uruguay is con-
tacting other Uruguayan extremist organizations
to obtain their participation in a joint campaign
of mass action tactics aimed at repudiating the
presidents' meeting. It is doubtful that Uruguay's
ideologically divided extremist groups would ever
cooperate closely on a political level, but most
of them will probably cooperate on the anti-summit
campaign, which extremists generally support. The
Federation of Uruguayan Anarchists, a group of about
200 people, has probably already agreed to cooperate,
for they have published an anti-summit article in
the Communist Party's newspaper. So far as is known,
this is the first time the Communists have given
newspaper space to the Anarchists.
2. Police security planning is still in the
preliminary stage, but provisions are being made
for 20 presidential escort teams, a traffic patrol,
static guards, and reserve or emergency forces.
The conference area will be completely secured from
land and sea. A "screen" of ships will stand off
Punta del Este, and the Uruguayan Navy will en-
deavor to provide emergency service for water, elec-
tricity, and communications. The 1,875-man navy,
it should be noted, only has about 16 operational
seagoing craft and is short?of money and materiel.
3. The security forces plan to stop the Com-
munist-organized "march" from Montevideo to Punta
del Este, should .t materialize as planned. Security
forces plan to use water-throwing trucks and riot
control forces--tactics which may aid the Communists'
propaganda campaign. Marchers are sure to be ac-
companied by photographers ready to take pictures
of "Yankee-inspired police brutality turned against
a peaceful protest."
