INTELLIGENCE MEMORANDUM
The Security Situation in Uruguay

1. No new information has been received that
would change the conclusions reached in Special Na-
tional Intelligence Estimate 98-67, SECURITY CON-
DITIONS IN URUGUAY, 23 March 1967.
2. The Communist Party of Uruguay plans to
intensify its propaganda campaign this week/
For reasons of interna-
tional prestige the party considers the impact
abroad of its anti-summit activities almost as im-
portant as the domestic repercussions. Therefore,
the Communists are hoping to be able to produce
evidence of "police brutality" to add spice to
their world-wide propaganda effort.
3. The Uruguayan Government, for its part, has
issued a "Security and Protection" decree which pro-
vides for "any measures deemed necessary to maintain
order and guarantee the safety of visiting presidents."
Anti-summit demonstrations which do not create an
"atmosphere of general disorder" will probably be
permitted. For example, the Uruguayans may give
permission for the Communist-inspired march from
Montevideo to the Punta del Este area planned for
6 April in the belief that official authorization
would give the Communists a less effective propaganda
platform. Official permission to march into Punta
del Este itself would almost certainly be denied,
however, so the Communists may agree to stop out-
side the city. If they then were to attempt to enter
Punta del Este the police would be legally empowered
to stop them.

4. All electric power, water and telephone
service to Punta del Este was cut off for a few
hours on 2 April while work was done on the power
lines. This is an example of the city's vulner-
ability to power failure.
