Situation Report Number 307 -
1. No new information has been received that
would change the conclusions reached in Special
National Intelligence Estimate 98-67, SECURITY CON-
DITIONS IN URUGUAY, 23 March 1967.
2. Security plans continue to move forward
in Punta del Este.
Another prob-
lem still to be ironed out stems from government
reluctance to interfere with normal life and move-
ment in Punta del Este, with the result that some
arrangements for access to the conference site
are still incomplete. In addition the pass system
for admitting persons to Carrasco airport during
presidential arrivals and departures is unsatis-
factor from a security point of view,
3. An auxiliary mobile generator to provide
emergency electrical power to the San Rafael hotel
has now arrived in Punta del Este. This ?should
preclude any serious disruption of power should
the vulnerable main electrical system be tampered
with.

4. The Communists are intensifying their anti-
summit propaganda campaign. A protest march by
some 150-200 students and workers began--with gov-
ernment permission--on 6 April, but could well peter
out before reaching the Maldonado area, unless
Uruguayan security forces mishandle the situation.
5. Communist efforts to drum up support for
the scheduled 12 April general strike are continuing.
The strike is unlikely to be a complete success be-
cause many important unions are reluctant to sup-
port a Communist gambit which is so obviously po-
litically motivated. The Communists, however, con-
trol enough unions to guarantee the staging of an
effective show for their propaganda campaign.

6. There is nothing significant to report
at this time regarding security conditions in
Guyana.
