No new information has been received that would change the conclusion reached in Special National Intelligence Estimate 98-67, SECURITY CONDITIONS IN URUGUAY, 23 March 1967. 4,. Considerably less antisummit activity has been noted in Montevideo since the incidents of 7 April. Nothing has marred the peaceful atmosphere at Punta del Este. The air force claims to be pre- pared to shoot down any plane which is not properly registered, as well as any that deviates from its flight plan. 6., The Communist-sponsored youth march from Montevideo to the Maldonado area near Punta del Este is continuing peacefully. The Maldonado "Anti-Imper- ialist Committee" plans to welcome the marchers in small towns along the route on both 10 and 11 April. There are also plans for a welcoming demonstratio-n in Maldonado on 12 April, but police have refused the marchers permission to enter the city of Maldonado. 8. Elsewhere, Ecuador's Communist-controlled labor confederation, supported by the Communist-dom- inated student federations, has called for a general strike on 13 April. Although the strike is not di- rectly related to the summit, some antisummit agita- tion may occur. At any rate, it seems likely that concern over the possibility of a strike, and fear of political maneuvering by his rivals during his absence are the real reasons for President Arosemena's inclina- tion not to go to Punta del Este.
