I. The Military Situation in South Vietnam: There are continuing reports of NVA units moving back into the southeastern portion of the DMZ (Paras. 1-3),, II. Political Developments in South Vietnam: 25X1 Regional police chiefs in the I,II, and IV Corps areas are reportedly being replaced by Military Security Service officers, possibly in order to place Ky sup- porters in influential positions prior to the elec- tions (Paras. 3-4). There are continuing reports that,North Viet- namese Army (NVA) units are reoccupying positions which they held prior to recent allied clearing operations south of the Ben Hai River in the Demilitarized Zone. In addition to elements of at least three NVA regiments in the vicinity of Con Thien 25X1 25X1 3. During the allied sweep of the DMZ, US Marines evacuated some 12,000 civilian refugees and established a "free-fire zone" in the area. 25X1 25X1A Approved For Release 2005/08/17 : CIA-RDP79T00826A002000010097-7 Approved II. POLITICAL DEVELOPMENTS IN SOUTH VIETNAM 25X1A 25X1 Replacement of I, II, and IV Corps National Police Chiefs 3. National Police Regional Director for IV Corps, Cao Xuan Hong, received an official order from the Police Directorate on 2 June advising him that he would be re- placed on 5 June by a Military Security Service (MSS) officer, Major Doan Bo Tran. Both Hong and IV Corps Commander General Nguyen Van Manh believe that Hong's replacement is politically motivated and that Premier Ky wants one of his own supporters in control of the police in the delta during the elections. According to Hong, there has also been friction between himself and police director General Nguyen Ngoc Loan. Hong at- tributes this to his attempts to eliminate corruption among some MSS officials in the delta. 4. Two other regional police chiefs are also t be replaced in the near future by MSS officers Nguyen Binh, II Corps regional police direc- tor, was notified on 1 June that he is to be succeeded during the week of 5'.
