This mission provides the most complete pho- tography lof the naval bases in the Soviet Northern Fleet. total of nearly 100 subma- rines are identified at 13 bases. This accounts for well over half of the 160 submarines assigned to the Northern Fleet. About a dozen units are currently on patrol. 5. Six H-class ballistic missile submarines are identified in the Northern Fleet. Some of these iden- tifications are tenuous. If all are confirmed, how- ever, the total number of this class assigned to the Northern Fleet is one higher than previously estimated. 6. The new class ballistic missile submarine at Shipyard 402 has returned to its original berthing space from the middle of the estuary at Severodvinsk. The unidentified submarine with a very large sail remains in the launching basin at the shipyard. It is still uncertain whether or not this submarine is the second unit of the new ballistic missile class, 7. An amphibious exercise was photographed in progress in the Northern Fleet Three W-class submarines, two Polnocny-class an ding craft, and one of the new Alligator-class landing craft are identified. The submarines were probably providing offshore defense for the landing force. This is the first evidence that an Alligator-class is assigned to the Northern Fleet. The only other operational units of this class are two now deployed to the Mediterranean. Portions of nine of the 24 Soviet ICBM com- plexes were photographed, but only two were entirely cloud free. The ninth group of small single silos under construction at Olovyannaya is confirmed with the discovery of four new sites there. Approximately 505 small silos are now under construction or opera- tional. The large silo count remains at 178. Soviet Defensive Missile Systems 9. Two probable Long Range SAM complexes are newly identified on the Baltic Sea coast near Kalinin- grad and Ventspils. Both complexes were started within the past two months and are in the early stages of con- struction. Each has three launch sites. A total of 31 such complexes has now been identified in the USSR, and it appears that the rate of construction starts is continuing at about 15 per year. Priority has appar- ently been given to the northwestern and northern bar- rier defenses extending from Kaliningrad to the Urals. Soviet Missile Ranges 11. At Plesetsk, vehicles and equipment are ob- served at three of the four SS-6 ICBM pads. The vacant pad is undergoing modifications, probably to convert it for space launch use. 12. Tyuratam was not targeted, but it is pro- gramed for coverage during the second part of the mission. Chinese Missile Range 14. No activity, equipment or missiles are evident at any of the four launch complexes of the Shuang-cheng-tzu missile test range. Expansion of launch pad A-1 has apparently continued at a slow pace, but the purpose of this expansion is still not known. Mongolia 15. At Choybalsan, a new airfield and related support faci1itie are nearing completion. Compara- tive photographyl shows that the project was just begun at that time, indicating it has high priority. There is no photographic evidence yet re- garding the purpose of the airfield. the Soviets may Be preparing to station military o ces in the area.
