THE WHITE HOUSE
President Johnson today announced his intention to nominate the
Honorable Cecil Farris Bryant, former Governor of the State of
Florida, to be the hirector of the Office of Emergency Planning
within the Executive Office of the President. This position pays
$28, 500 per,year. If confirmed, Governor Bryant would fill the
vacancy created by the recent resignation of the Honorable
Buford Ellington.
Governor Bryant was born July 26, 1914, in Ocala, Florida. He
studied at Emory University from 1931 to 1932. He received the
B. S. degree from Harvard in 1938. In that same year he was
admitted to the bar of the State of Florida.
From 1940 until his inauguration as Governor in January 1961,
he was engaged in the private practice of law in Ocala,` Florida,
with the exception of the years from 1943 to 1946 when he served
with the United States Navy. He attained the rank of Lieutenant during
his active service. In 1942, he was elected to the Florida House of
Representatives. He was elected again in 1946 and served in the
House of Representatives until 1956. From 1953 until 1954, he was
Speaker of the House of Representatives. He was elected Governor
in 1960 and served in that office until January 1965 when he returned
to the private practice of law in Ocala.
Governor Bryant has been awarded honorary degrees from Florida
Southern College and Rollins College. He has been very active in
civic and charitable programs and has served as fund raising
chairman for the March of Dimes, the American Cancer Society and
the Mental Health Association.
In 1952, he served as a Delegate to the Democratic National Convention
and in 1960 as an Alternate Delegate.
He is a member of the American Bar Association and the Florida
Bar Association, a member of the American Legion and the Veterans
of Foreign Wars. He has also been active with the Masons, the
Elks, and the Rotary.

The new head of OEP, Governor Brant, will be at CIA HQ
for briefingJn the afternoon of Wednesday, 6 April 66.
Sked tentatively calls for him to start with DCI
at 1400 for a briefing on the Agency, then 30 min withSTATINTL
Capt. Bertholf on Ops Center, then 45-minute briefing
of world trouble spots by
He will be accompanied by John Green (sp?) and John Allems
(sp?) who accompanied Gov. Ellington last June when
JCM briefed.
Contact is OCR/OL, Red 1319. He says
the two Johns are cleared for TS/Codeword, and he
understands that Gov. Brant will have the same clearance
by the time of the briefing.
Have arranged with Cpt. B. to use the Ops Center
Sit Room for the briefing. Our portion should start
ca 1500-1515 and run about 40 min, leaving some time
for questioning.
