The power plant is located in the northwestern portion of Lo-yang and adjoins
the Lo-yang Tractor Plant No. I This plant is also the major
source of steam and electricity for several other industries located in the
immediate vicinity.
The plant is located within an irregular walled area partially contiguous
with the tractor plant. The spray ponds and pump house are separately secured.
The power plant is coal fired and rail served.
The easternmost boiler section was built to accommodate four double
boilers but only three have been installed. The western boiler section houses two
double boilers. The generator hall contains at least five generators as indicated
by five sets of power leads. There are four main and four auxiliary transformers
within the switching yard. Sediments and waste water are pumped to nearby waste
basins.
Smoke was observed being emitted from both smoke stacks, and at least five
of the six spray ponds were operating along with the forced-draft cooling towers
on all missions referenced.
