The Chu-chou Nitrogen Fertilizer Plant was in the early stages of
construction when first observed on photography of March 1962, but con-
struction apparently ceased between 1962 and 1966. October 1966 coverage
revealed that work had resumed, and by April 1968 the plant was in the mid-
stages of construction.
Although the plant is not yet operational, analysis of its existing
facilities indicates that, when completed, the plant's primary function will
be the manufacture of ammonium nitrate.

The Chu-chou Nitrogen Fertilizer Plant which is part of a larger
industrial complex, is located 5 nautical miles (nm) northwest of the
center of Chu-chou (Figure I). A probable thermal power plant is under
construction adjacent to the southern boundary of the fertilizer plant.
Two other plants in the industrial complex, the Chu-chou Chemical Plant
and the Chu-chou Nonferrous Metals Plant 601
are located approximately 0.5 nm to the northwest.

BASIC DESCRIPTION
The plant is essentially rectangular in shape, measuring approximately
2,500 by 1,500 feet, and occupies 85 acres. The security wall enclosing
the plant area is not yet completed. It is served by a good road network
and will be served by a rail spur, now under construction, from the Chu-chou
to I-chia-wan rail line.
The primary function of the plant will be the manufacture of ammonium
nitrate. Ammonia will be synthesized by combining nitrogen with hydrogen
using coal and air as raw materials. Part of the ammonia will be oxidized
to.produce nitric acid. The remaining ammonia will be reacted with nitric
acid to form ammonium nitrate. Because the plant is still under construc-
tion, many of the major production units and by-products facilities could'
not be identified.
The plant was in early stages of construction when first observed,on

was resumed, and by April 1968 the plant was observed in the mid-stages of
construction.
