MAP REFERENCE
Chang-shou Synthetic Rubber Plant has been identified by collateral sources
as a producer of chloroprene, a type of synthetic rubber. This cannot be confirmed
from photography. However, the plant contains facilities which appear to be
capable of producing calcium carbide, hydrogen chloride, acetylene, and vinyl-
acetylene. These are the necessary intermediates in the production of chloroprene.
In June 1963, when the plant was first seen on photography, most of the
production facilities were present. Since that time, an unidentified production
area has been added and some minor plant expansion has occurred.
The plant was operating on all coverages between June 1963 and April 1971.

Chang-shou Synthetic Rubber Plant is located 1 nautical mile southeast of
the center of Chang-shou, in Szechwan Province (see Figure 1). It is situated
on the north bank of the Yangtze River. Electric power is supplied to the
facility by the regional grid.
According to collateral reports, this plant produces chloroprene, a
type of synthetic rubber. The plant was reportedly operating by 1960 and had
an annual capacity of 5,000 tons. 1,2/

The plant occupies an irregular shaped area measuring approximately 4,320
by 2,160 feet,and containing about 215 acres (see Figure 2). The northern
and eastern sides of the plant are secured by a wall, the western side is poorly
defined, and the southern side is near the top of a ridge which slopes sharply
down to the river. The plant is served by a good all-weather road system.
Barge loading and unloading facilities are located on the nearby river.
The production processes at this plant cannot be firmly identified nor
can chloroprene production be confirmed from photography. However, the plant
contains facilities which appear to be capable of producing calcium carbide,
hydrogen chloride, acetylene, and vinylacetylene. These are the necessary
intermediates in the production of chloroprene. If these intermediates are
produced, chloroprene could be made in the unidentified production area (Area F),
adjacent to the possible vinylacetylene area (Area E). The plant contains two
additional unidentified production areas.
Most of the production facilities were present in June 1963 when the
plant was first seen on photography. Unidentified production facilities
were constructed in Area G between June 1963 and August 1969. Since that
time only minor plant expansion has been observed.
The plant was in operation on all coverages between June 1963 and April 1971.
