This report, based on late 1968 and 1969 photography, updates the pre-
vious Basic Imagery Interpretation Briefs and Reports on 15 of the 16 major
electric power plants in Liaoning Province, northeast China. The sixteenth
plant, the Supung-dong Hydro Power Plant, has not been seen on interpretable
photography since the previous report. The cutoff date for information in
this report is September 1969.
Since 1968, a double-unit boiler has been installed and was seen operating
at the Shen-yang Thermal Power Plant Tieh-hsi. Two cooling towers were removed
from the Chin-chou plant between November 1967 and September 1968. No construc-
tion or dismantling has been observed at the other 13 plants since the previous
reports.]
On the latest photographic coverage, II of the plants were observed in
operation. The Shen-yang Thermal Power Plant Northeast and the Chin-chou plant
did not appear to be in operation. The Kai-yuan plant was not completed and
appearedlto be inactive. The Fu-shun Dam and Hydro Power Plant appeared to be
operating in August but not in November 1968 when it was last observed.

This report presents information on the current status of 15 of the
major electric power plants in Liaoning Province and describes any changes
since the previous reports.
The following list of the major electric power plants in Liaoning
Provinc e is keyed to Figure I.

2. Chin-chou Thermal Power Plant Synthetic Fuels Plant.
3. Fou-hsin Thermal Power Plant.
4. Fu-shun Dam and Hydro Power Plant Ta-huo-fang.
5. Fu-shun Heat and Thermal Power Plant Liao-ning.
6. Fu-shun Thermal Power Plant Shale Oil Plant No. 2.
7. Fu-shun Thermal Power Plant Tai-kan-ton.

BASIC DESCRIPTION
Thereihas been no construction at the Chin-chou Thermal Power Plant since
November 1967, the date of the latest photography used in the previous report.
The partially completed southern section of the boilerhouse remained unchanged.
Between November 1967 and September 1968 the two remaining cooling towers were
removed, but the plant is still considered to be operational.
The plant was not in operation when observed in September 1968 or May 1969.
No smoke or other vapors were seen emanating from the plant. It was last observed
in operation in January 1965.
