Despite the fact that his major adversaries, the "gang of four," were out of the way this time, his return required an extensive period of preparing public opinion, in part because the effort to bring him back began even as the campaign against him was still in progress. This sudden change of heart about Teng left some leaders, like Peking party boss Wu Te, stranded in the old anti-Teng campaign, and it was necessary before bringing Teng back to exonerate such people. Moreover, while Teng's 1973 return was no threat to Mao Tse-tung or Chou En-lai, who both supported and facilitated it, his 1977 comeback is indeed a threat to Hua Kuo-feng, who probably did not support it and certainly did not make the process easy. Ten
