1. It is recommended that subject report be issued as an Intelli-
gence Memorandum and that it be given standard ORR finished intelli-
gence dissemination?
2. The action division for this project is Analysis Division, USSR
Branch. The Chief, Economic Research, has read and approved this
draft.
3. Attached are (1) a final typed copy of IM-435 to be used for
reproduction, and (2) standard dissemination lists for ORR finished in-
