1, With respect to the release of NIE 28.!w56 to certain foreiga
governments the staff regards the following considerations as pertinent:
a. Precedent. As this is the first NIE specifically

papers has not previously arisen,

CIA is primarily responsible,

require deletion, Another possible deletion might be the
second sentence of para. 19. With respect to the text other-
wise,, the staff perceives no objection., from an intelligence
