of the OCZ Board Assistant's consideration and rejection of a draft
progress report on the phill:p pineac. In the course of the Board
Assistant's discussion there was ;mra1 agreement that the situation
in the Philippines vas such that an agreed intelligence aaprpr ciation
which could be submitted to the IBC Planning concurrently with
the redrafted P roar s Report would be useful. The date of submission
to the Planning Board is contingent on the completLon of owes bass
negotiations, which have just began, and the return of Mr. 1endetsen,
the US negotiator.

3. NIL 66-54, "Probable Developnaents in the Philippine
Republic," published 23 March 1954, is outdated in terms of the
current situation and trends.
