On 30 July, I observed 25X1
on a field near Moscow a plane with a fuse-
lage and tail section resembling those of
the B-47 jet medium bombero 25X1
show t:he 25X1
pane to e nall again as large as a nearby TU-4 conventional medium
bomber. The plane may have had swept-back wings.
The engine type could not be determined,
but a swept-wing aircraft could be expected to be jet-propelled.
Comment-. If the suggested jet-type pro-
pulsion is substantiated, this would be the first evidence that the
USSR has constructed a prototype jet which is at least a large medium
and possibly a heavy bomber.

Other information has already indicated
that a smaller jet medium bomber, designed by German scientists,
has been flight-tested in the USSR and may be intended for serial
production.

Vietnam government. From talks with Deputy Premier Reynaud,
Foreign Minister Bidault, and others, he got the impression that
the French government hopes for sufficient victories to enable it
to make some sort of deal with the Chinese Communists or the
Viet Minh.
Comment., The French have long hoped
to eliminate Chinese Communist aid to the Viet Minh through nego-
tiations. The French government denies any intention to negotiate
with the Viet Minh.
