THE COMMUNIST BLOC USSR: In his speech.in Moscow on 28 May, Khrushchev carrieorward his effort initiated last week in Berlin to \ reconcile his arguments for a policy of detente with his per- formance in Paris. His unusual step in denying Western re- ports of opposition to, him at home and pressure on the USSR from Communist China reflects his effort to portray Soviet actions under his leadership as carefully considered and basic- ally consistent. American and British representatives in Yaounde consider it "fairly plausible" that Moumie's rebels might make a last-ditch effort.
