*Congo- Sporadic fighting continued on 11 December in

The UN military command in Elisabethville reportedly
met on 9 December to discuss an "all-out" military mop-up
of Elisabethville, including a house-to-house cleanup with
"no holds barred:' American Consul Hoffacker comments that
such an action by the UN would cause heavy civilian. casualties
and large-scale property damage, and could touch off pro-
tracted guerrilla warfare by the Katangans. #Hoffacker re-
ports that the Indian charge from Leopoldville is in Elisabeth-
ville advocating all=out war against Katanga and is trying to
exploit the resentment in the UN military, particularly among
Indian officers, over the inconclusive UN action last Septem-

that the Adoula government has prepared a five-page indictment
of Gizenga which it will submit to parliament in introducing a
motion of censure against him. The American officials doubt
that Adoula will push the indictment until parliamentary senti-
ment crystallizes or before favorable news is received from
Katanga. doula has been con-
sidering a move against Gizenga since. mid=November, and that
Gizenga's violent speech against him on 29 November convinced
(The outbreak of hostilities in Katanga has aroused deep
bitterness against the UN and the United States in Belgium.
Foreign Minister Spaak's policy of full cooperation with the UN 25X1
is being criticized as a mistake. Ambassador MacArthur pre-
dicts that Belgian-American relations are in for a "very, very
rough time:`

Albania-Bloc: Bulgarian, Hungarian, and Rumanian eco-
nomic delegations left on 10 December for Warsaw to attend
the 15th session of the Council for Economic Mutual Assistance
(CEMA). CEMA membership is limited to the USSR and the

European satellites, although the Asian Communist states have
occasionally sent observers.. The meeting will probably expel
Albania from .CEMA. There have been indications that the po-
litical consultative committee of the Warsaw Pact is also to
meet soon, possibly to expel Albania. Such Warsaw Pact meet-
ings, attended by the party first secretaries, have followed
CEMA meetings on at least two occasions in the past,1ance in
February 1960 when the Albanian disagreement with bloc pol-
icies first came to light
Dominican Republic-.Armed forces. chief Rodriguez
Echevarria has alienated the public and weakened his posi-
tion among the military by rejecting the agreement on a coali-
tion government which had been accepted in principle by Pres-
ident Balaguer and opposition leaders. The American consul
general and his military liaison officer agree that General
Rodriguez probably does not now have the requisite support
among his fellow officers either to impose a military regime
or to maintain the unpopular Balaguer government in power
of the militate
ether ranking military officers, particularly Interior
Secretary Hermida and Army Chief of Staff Roman, appear
dissatisfied with Rodriguez' stand. Survivors of the civilian-
military group which on 30 May brought about Trujillo's assas-
sination may attempt to encourage a move to replace General
Rodriguez. Such a move--or an attempt by Rodriguez to ef-
fect a militarSoup- might result in clashes between factions
until its term ends in August
