They claim that Cuba will never use its "defense re- sources" for aggressive purposes, and would not even need an army if it had adequate guarantees against US aggression. It is thus "the imperialist govern- ment of the US which threatens the se urity of Cuba (The letter reiterates earlier statements that Cuba is ready to "hold discussions with the US and to carry out any agreements reached should it meet an equal disposition on the part of the US to reduce tension and improve relations." 6 60 tc Approved For Rel DAILY BRIEF iii 25X1 25 and of the hemisphere and the world:' M%///////O///////O/O~/O~//////////////O/////O///////////////////// Wwiaiiiiiiiii 25X1 25X1 25X1 USSR-Congo: (Moscow is urging the Adoula gov- ernment to turn to the bloc for military and economic aid to solve the Katanga problem. The newly arrived Soviet ambassador in Leopold- vill is openly predicting that the UN plan will fail to reintegrate Katanga and is advising the Adoula govern- ment to demand its withdrawal. Col. Silvino Silverio Marques, was formerly governor of the Cape Verde Islands, and is regarded as an able and tactful administrator. The US Embassy at Lisbon comments that the appointment of Marques, rather than one of the more prominent and conservative figures rumored to be under consideration for the job, suggests that Lisbon may be deliberately seeking to downgrade the governor general's office. This would be in line with Overseas Minister Moreira's announced plans to give more scone and influence to the Angolan legislative assembly. 25X1 6 Oct 62 DAILY BRIEF RMMMMI~~ IW4WO300001-5 ISO 25X1 MV/ Brazil: (Disturbances may occur in Rio de Ja eiro on 7 October in connection with national elections. 25X1 d 25X1 25X1 25) 25X1 25X1 E 6 lsewhere in the country the military, as is nor- mal, have been positioned to control possible violence on election day-or the days following as returns are slowly counted. (The indications at present are that centrists and con ervatives will retain the majority of the positions in Congress and in the states, but it also appears thh~n t leftists and ultranationalists make gains.) oe- ( _NOTE: The Director of Intell igence, and Research, De- partment of State, eels that there is no reliable evi- dence to indicat ser ous demonstrations on election ay in Rio de Janeiro or elsewhere in the country. He believes such activity to be quite unlikely, except for the isolated instances of violence that normally occur during Brazilian elections. The deploy- ment of military units on election day is a normal pre- cautionary measure. Moreover, the prediction concerning leftist gains in the election is unsubstantiated by re- porting from the field which indicated, on the contrary, that centrist forces will retain their cu rentl dominant Positions in the Congress and the states.)
