Cuba: In his address at the UN General Assembly
on Monday, President Dorticos will almost certainly
try to justify Cuba's military buildup by alleging that
the US is committing subversion and planning military
aggression against the Castro regime.,
The Cubans have taken this line in a ten-page
lett they intend to circulate to all UN delegations.
They claim that Cuba will never use its "defense re-
sources" for aggressive purposes, and would not even
need an army if it had adequate guarantees against
US aggression. It is thus "the imperialist govern-
ment of the US which threatens the se urity of Cuba
(The letter reiterates earlier statements that
Cuba is ready to "hold discussions with the US and
to carry out any agreements reached should it meet
an equal disposition on the part of the US to reduce
tension and improve relations."

USSR-Congo: (Moscow is urging the Adoula gov-
ernment to turn to the bloc for military and economic
aid to solve the Katanga problem.
The newly arrived Soviet ambassador in Leopold-
vill is openly predicting that the UN plan will fail to
reintegrate Katanga and is advising the Adoula govern-
ment to demand its withdrawal. He has renewed
earlier offers of economic aid and reportedly has of-
fered miMary assistance in the event UN forces are
removed.

Portugal: The newly appointed governor general
of Angola, Lt. Col. Silvino Silverio Marques, was
formerly governor of the Cape Verde Islands, and
is regarded as an able and tactful administrator.
The US Embassy at Lisbon comments that the
appointment of Marques, rather than one of the more
prominent and conservative figures rumored to be
under consideration for the job, suggests that Lisbon
may be deliberately seeking to downgrade the governor
general's office. This would be in line with Overseas
Minister Moreira's announced plans to give more
scone and influence to the Angolan legislative assembly. 25X1

country. He believes such activity to be quite unlikely,
except for the isolated instances of violence that
normally occur during Brazilian elections. The deploy-
ment of military units on election day is a normal pre-
cautionary measure. Moreover, the prediction concerning
leftist gains in the election is unsubstantiated by re-
porting from the field which indicated, on the contrary,

Bolivia: (On 4 October Czechoslovakia formally
offered free a sistance t Bolivia in developing its
hydroelectric resources.
(The offer includes preparation of an over-all plan
for hational hydroelectric development, investigation
of promising sites, and preparation of engineering
plans and studies and of final blueprints. Czechoslo-
vakia offered to send technical specialists, establish
an institute to train Bolivians, undertake initial con-
struction, and find sources of construction materials
for dam construction. )
The Czechs do not normally offer to provide ex-
tens- a services without charge, and it is unlikely
that more than limited technical assistance would be
provided on this basis. The Czechs. previously off ~red
Bolivia an antimony smelter on commercial terms.)
