*Cuba--Missile Sites: (Two additional SA-2 sur-
face-to-air missile (SAM) sites have been installed
in Oriente province, one of them within range of the
air lanes serving the US Naval Base at Guantanamo
Bay)

South Korea: South Korean authorities fear that
growing student agitation will develop into large-
scale disturbances.
The students are protesting the government's
requirement that they take a standard national exam-
ination before receiving a college degree. Students
at second-rate universities fear that many of them
will not pass the examination, and that they will be
denied degrees even though they have completed all
their college work. Last year only 60 percent of the
students passed.
Senior students are threatening to boycott the
examinations, and some campus rallies have been
held. While the government will seek to avoid using
force against the students, it is apparently resolved
to enforce its requirement.
Ambassador Berger comments that the contro-
versy is not a major crisis at the moment but that
one "could blow up quickly."

Laos: (Premier Souvanna appears to be malting
Souvanna claims to have won Sarit's understand-
ing for his policies during a visit to Thailand this
week. He plans shortly to visit Hanoi- -and possibly
Peiping--to press for withdrawal of North Vietnamese

Souvanna's recent actions have drawn Pathet Lao
cha es that he is being won over by the rightists.
The Pathet Lao were particularly displeased when he
was granted special powers for one year by the Na-
tional Assembly, which they consider an illegal body.

Dominican Republic: Strikes and leftist agitation
are increasing with the approach of the elections
scheduled for 20 December, the first free elections
in more than 30 years.
Pro-Castro and other elements which lack wide
public support apparently hope to stir up enough un-
rest to force the cancellation of the elections until
they can create a more propitious climate.
The strike which began on 1 October at a large
government-managed sugar mill complex was appar-
ently the result of Communist agitation. It threatens
to spread to the rest of the sugar industry. On the
other hand, some of the strikes, such as the one at
an Alcoa subsidiary, were apparently touched off by
non-Communist politicians seeking the labor vote.
Orderly transition to an elected government de-
pends to a considerable extent on Antonio Imbert,
member of the interim Council of State and one of
the two surviving participants in Trujillo's assassina-
tion. Imbert does not intend to relinquish power.
For months he has been building his influence within
the military. He may attempt to stage a coup if he
feels the transition does not assure perpetuation of
his influence.

a bicameral congress are to be nominated at art 25X1
conventions which begin on 19 October.
