The students are protesting the government's requirement that they take a standard national exam- ination before receiving a college degree. Students at second-rate universities fear that many of them will not pass the examination, and that they will be denied degrees even though they have completed all their college work. Last year only 60 percent of the students passed. Senior students are threatening to boycott the examinations, and some campus rallies have been held. While the government will seek to avoid using force against the students, it is apparently resolved to enforce its requirement. Ambassador Berger comments that the contro- versy is not a major crisis at the moment but that one "could blow up quickly." 18 Oct 62 DAILY BRIEF vi 25X1 Approved For ReI ase 2003/03/10: CIA-RDP79T0097 A(0400001-4 25X1 Approved For Release 2003/03/10 : CIA-RDP79T00975AO06600400001-4 Next 1 Page(s) In Document Exempt Approved For Release 2003/03/10 : CIA-RDP79T00975AO06600400001-4 Approved For se 2003/03/10 CIA-RDP79T00 756600400001-4 25X1 0 25X1 a determined bid for genuine neutrality in Laos. The Pathet Lao were particularly displeased when he was granted special powers for one year by the Na- tional Assembly, which they consider an illegal body. In a recent cabinet meeting, the Pathet Lao minister of information angrily arrnaerl Snnvannn of abandoning neutrality) j CThe Pathet Lao can be expected to adopt an even 25X1 more intransigent tand if Souvanna.. persists in an in- s de endent coure, 18 Oct 62 DAILY BRIEF ix Approved For Rel - 5A006600400001-4 elements remaining in Laos. "~ LbX1 Approved For 13/03/10 0 - 6600400001-4 25X1 Dominican Republic: Strikes and leftist agitation are increasing with the approach of the elections scheduled for 20 December, the first free elections in more than 30 years. Pro-Castro and other elements which lack wide public support apparently hope to stir up enough un- rest to force the cancellation of the elections until they can create a more propitious climate. The strike which began on 1 October at a large government-managed sugar mill complex was appar- ently the result of Communist agitation. It threatens to spread to the rest of the sugar industry. On the other hand, some of the strikes, such as the one at an Alcoa subsidiary, were apparently touched off by non-Communist politicians seeking the labor vote. Orderly transition to an elected government de- pends to a considerable extent on Antonio Imbert, member of the interim Council of State and one of the two surviving participants in Trujillo's assassina- tion. Imbert does not intend to relinquish power. For months he has been building his influence within the military. He may attempt to stage a coup if he feels the transition does not assure perpetuation of his influence. j j Candidates for president, vice president, and a bicameral congress are to be nominated at art 25X1 conventions which begin on 19 October. 18 Oct 62 DAILY BRIEF 25X1 Approved For Release 2003/03/10 : CIA-RDP79T00975AO06600400001-4 Next 2 Page(s) In Document Exempt Approved For Release 2003/03/10 : CIA-RDP79T00975AO06600400001-4 MEN% rMMMM!n!!!U 2003/0/10 CIA RDP79T00 756600400001 4 j pprove or a se - ^rv^ SNIE 64.1-62: "The Outlook for Ghana" 25X1 NATIONAL INTELLIGENCE ESTIMATES The United States Intelligence Board, on 17 Oc- tobe 1962, approved the following national intelligence estimates: 25X1 25X1 (Advance conclusions are normally distributed within 24 hours of approval, and the printed text within five days) ) 18 Oct 62 DAILY BRIEF xiii Approved For Release 2003/03/10 : CIA-RDP79T0097 A006M60001-4 mmnmmm~~~~ MEIENNEE~~~ Approved For 0 se 2003/03/10 : CIA-RDP79T00975 Qp6600400001-4 THE PRESIDENT The Vice President Executive Offices of the White House Special Counsel to the President The Special Assistant for National Security Affairs The Scientific Adviser to the President The Director of the Budget The Director, Office of Emergency Planning The Director, National Aeronautics and Space Administration The Department of State The Secretary of State The Under Secretary of State The Under Secretary of State for Political Affairs The Deputy Under Secretary of State for Political Affairs The Counselor and Chairman of the Policy Planning Council The Director of Intelligence and Research The Treasury Department The Secretary of the Treasury The Under Secretary of the Treasury The Department of Defense The Secretary of Defense The Deputy Secretary of Defense The Secretary of the Army The Secretary of the Navy The Secretary of the Air Force The Assistant Secretary of Defense (International Security Affairs) The Assistant Secretary of Defense The Chairman, The Joint Chiefs of Staff Chief of Naval Operations, United States Navy Chief of Staff, United States Air Force Chief of Staff, United States Army Commandant, United States Marine Corps U.S. Rep., Military Committee and Standing Group, NATO Supreme Allied Commander, Europe Commander in Chief, Pacific The Director, Defense Intelligence Agency The Director, The Joint Staff The Director for Intelligence, The Joint Staff The Assistant Chief of Staff for Intelligence, Department of Army The Director of Naval Intelligence, Department of Navy The Assistant Chief of Staff, Intelligence, Department of the Air Force The Department of Justice The Attorney General The Federal Bureau of Investigation The Director The Atomic Energy Commission The Chairman The National Security Agency The Director The United States Information Agency The Director The National Indications Center The Director Approved For Rel - 06600400001-4 25X1 25X1 Approved Fo4 Ieas /1SE T Approved For Release20/p/10-JAj-PQP-ZV00975AO06600400001-4
