Soviet .propaganda indicates that the USSR will seek to restrict as much as passible on-site,UN veri- fication and supervision of dismantling and removal of Soviet missiles from Cuba. A related theme touched upon in propaganda is an insistence on respect for Cuban sovereignty- and non- interference in the internal. affairs of that country, im- plying strongly that inspection would be an infringe- ment of Cuban sovereignty. Radio Moscow has ,reiterated vague references to Soviet support far Cuba and warned against the assump- tion that a rift has appeared between the USSR and Cuba, Communist China continues to give vociferous sup- port to Castro and. his five demands, At the same time, Peiping's criticism of Soviet Cuban policy is becoming less guarded and .more specific in .its ,charges, in a People's Daily editorial, of "an appeasement policy" to- ward t e US. Venezuelan Foreign Minister Falcon has an- nounced that he will today present to the OAS proof of Cuban involvement in the sabotage of several US oil company pipelines in eastern Venezuela on 3 No- vember, and in the earlier incidents in the Lake Ma- racaibo oil fields. The Cuban press has given credit for the sabotage to "Army of Liberation guerrilla forces:' President Betancourt has tightened security measures to prevent further extremist outbreaks in the oil regions and elsewhere. Arrests of Commu- nist labor union leaders continue, and the government has requested the oil companies to fire Communist employees. The army has called up 5,000 reserv- ists to strengthen the regular armed forces, which remain fully mobilized.
