*USSR -Communist China -Cuba: The TASS an-
nouncement o the November meeting between Miko-
yan and Cuban leaders gave no details on the matters
..discussed or any indication. of how much longer Miko-
yan will remain in Cuba.
Soviet .propaganda indicates that the USSR will
seek to restrict as much as passible on-site,UN veri-
fication and supervision of dismantling and removal of
Soviet missiles from Cuba.
A related theme touched upon in propaganda is an
insistence on respect for Cuban sovereignty- and non-
interference in the internal. affairs of that country, im-
plying strongly that inspection would be an infringe-
ment of Cuban sovereignty.
Radio Moscow has ,reiterated vague references to
Soviet support far Cuba and warned against the assump-
tion that a rift has appeared between the USSR and Cuba,
Communist China continues to give vociferous sup-
port to Castro and. his five demands, At the same time,
Peiping's criticism of Soviet Cuban policy is becoming
less guarded and .more specific in .its ,charges, in a
People's Daily editorial, of "an appeasement policy" to-
ward t e US. Scorning the "Munich scheme against the

of Castro's five demands is "the obligatory.. ,duty
of the people of all socialist. countries,"
Numerous mass,. rallies in support of Cuba have
..taken place in China, and Chou en-lai publicly x?eaf-
firmed Chinese solidarit with Castro and the Cu-
ban people.

Venezuela: The Venezuelan Government affirms
that the most recent sabotage against US-owned oil
installations in Venezuela was part of the Communist
reaction to the US blockade against Cuba.
Venezuelan Foreign Minister Falcon has an-
nounced that he will today present to the OAS proof
of Cuban involvement in the sabotage of several US
oil company pipelines in eastern Venezuela on 3 No-
vember, and in the earlier incidents in the Lake Ma-
racaibo oil fields. The Cuban press has given credit
for the sabotage to "Army of Liberation guerrilla
forces:'
President Betancourt has tightened security
measures to prevent further extremist outbreaks in
the oil regions and elsewhere. Arrests of Commu-
nist labor union leaders continue, and the government
has requested the oil companies to fire Communist
employees. The army has called up 5,000 reserv-
ists to strengthen the regular armed forces, which
remain fully mobilized.
While the Communist efforts to organize pro-
Castro demonstrations have failed, further isolated
acts of terrorism in support of Cuba are likely.
