Zhivkov announced that two politburo members, Premier Yugov and former Interior Minister Tsankov, had been stripped of all party and government posts. Six other one-time Ministry of Interior officials were also purged in what may clear the way fora rehabil- itation of victims of Stalinist repressions of the early 1950s. Zhivkov's move against the top Stalinists probably presages a widespread shake-up in lower party levels, the stronghold of Stalinist strength. Following the lead of other East European leaders, Zhivkov may now assume the premiership. According to the official summary of his speech, Zhivkov said that peaceful coexistence and international disarmament are not opportunistic or a "retreat before imperialism;' a charge that has been made by Peiping and Tirana. While he did not specifically attack China, he said that these policies had "revisionist and dogmatic" enemies who were in effect serving "imperialism:' Zhivkov followed the Soviet line on Cuba, claiming that Moscow had won a "great moral and political vic- tory" in "compelling" the US to declare that it would not invade Cuba. He did not go as far as Moscow, how- ever, in commenting on the Sino-Indian border war. The Indian Army is increasingly concerned about repor s of a Chinese build-up in the Chumbi Palley opposite ~kkim. In Ladakh, India's abandonment of its fort at Daulet Beg Oldi--apparently because of supply problems--virtually concedes control of the strategic Karakoram Pass. . The Indian Communist Party's espousal of a vigorously nationalistic line reportedly has led sev- er~.l leaders of the party's pro-Chinese fa,~tion to re- sign from the party's top policymaking body. Pakistan, meanwhile, has reaffirmed its oppo- sition to arms aid to India on the ground that India's new weapons may be used against it.
