India - Communist China: The military situation
along the border remains unchanged.
Indications are growing that Nehru intends to re-
shuffle his cabinet, possibly in about ten days, in
order to strengthen the defense effort. Press reports
from New Delhi state that Nehru plans to turn over
the defense ministry to Y. B. Chavan, chief minister
at Bombay of the state of Maharashtra. Nehru may
also form a ministry of supply, which would include
defense production among its expanded responsibilities.
The new ministerial post would go to T. T. Krishna-
machari, former finance minister whom Nehru brought
back to the cabinet, without portfolio, in April.
Chavan, at 48, has acknowledged political and
administrative skills, and would bring needed direc-
tion and confidence to the defense ministry. Chavan
appears to have no strong convictions on foreign is-
sues. Like Krishnamachari, he would probably hew
close to the middle course set by Nehru. Their ap-
pointments would be intended by Nehru in part to off -
set the preponderant conservative influence in the
cabinet since Krishna Menon's departure.
Nehru told a press conference on 12 November
that he doubted Menon would resume his leadership
of the Indian UN delegation, but he was "not dead
sure;'

stand on the border issue is reflected by an article
in the 11 November People's Daily. The article at-
tacks US military assistance to India- -called by the
Chinese a development of "historic significance"
