Antonio a los Banos and Santa Clara reveals a
total of 42 MIG-21 (Fishbed) jet fighters at the two
airfields, 13 at the former and. 29 at the latter.
The highest number of AEG-21s previously ob-
served was 39, seen at Santa Clara airfield
Since no MIGs have been observed arriving
since then, it is highly likely that all 42 arrived
prior to that date.
I photography also reveals con-
tinued construction of aircraft revetments at San
Antonio de los Banos.

USSR: Recent Soviet statistics suggest that
this year's net agricultural output--that available
for food and as raw material for industry--was
lower than that of any post-war year for which we
have statistical data. Production of potatoes, a
mainstay in the Soviet diet, was the lowest since
at least 1950.
While caloric intake will not be deficient, there
will be shortages that will increase popular disil-
lusionment with Khrushchev's promises for a con-
tinuously improving outlook for the consumer.
The agricultural situation in the north European
USSR is especially serious. Speeches at the Novem-
ber plenum revealed that crops involving 30 percent
of the seeded area in Belorussia were ruined by
flooding. Party leaders in the Baltic compared this
year's extreme weather conditions to those of the
famine year of 1928.

Peru: Communist-led strikers destroyed
property worth about $4,000,000 at the US-owned
Cerro de Pasco mine in Ia Oroya on 17 December.
Since assuming power in July, the junta has
tacitly accepted the cooperation of Communist labor
leaders in efforts to reduce the influence of the
leftist, anti-Communist APRA unions. The violence
in La Oroya, however, may impel the junta to take
an anti-Communist stand. Continued disorder may
also induce the junta to declare that Peru is too un-
stable to risk holdinp: the elections it has promised
for June 1963.1 1
