Production of potatoes, a mainstay in the Soviet diet, was the lowest since at least 1950. While caloric intake will not be deficient, there will be shortages that will increase popular disil- lusionment with Khrushchev's promises for a con- tinuously improving outlook for the consumer. The agricultural situation in the north European USSR is especially serious. Speeches at the Novem- ber plenum revealed that crops involving 30 percent of the seeded area in Belorussia were ruined by flooding. Since assuming power in July, the junta has tacitly accepted the cooperation of Communist labor leaders in efforts to reduce the influence of the leftist, anti-Communist APRA unions. The violence in La Oroya, however, may impel the junta to take an anti-Communist stand.
