DAILY BRIEF
Congo: The government's delay in issuing its
planned order to recess Parliament has given the
opposition forewarning and time to organize counter-
measures.
Ambassador Gullion describes the delay as
another "hair-raising example of Congolese care-
lessness." Adoula told him the order would be is-
sued on 26 December.
General Mobutu is reported to be furious with
the holdup. Congo Army troops in Leopoldville
have been on the alert since 23 December, awaiting
an order to support the government move.
If Adoula and President Kasavubu--who will
actually issue the order--delay further and Parlia-
ment is allowed to reconvene, serious disorder
might result and Adoula might be overthrown-

*Pakistan - Communist China - India: Pakistan's
announcement yesterday that complete agreement
in principle has been reached with Communist China
on the "alignment" of their common border appears
to be intended primarily to put fresh pressure on
the Indians to reach agreement on Kashmir.
The announcement was apparently timed to
coincide with the arrival of the Indian negotiating
team for talks on Kashmir, which are to begin to-
day. The new border agreement seems almost
certain to heighten Indo-Pakistani animosity, and
will make an accommodation more difficult than
ever.
The Chinese, for their part, apparently hope
to impress the Ceylonese prime minister, Mrs.
Bandaranaike, who is scheduled to arrive in Pei-
ping on 31 December, with this evidence of their
willingness to reach frontier accommodations. The
Chinese will probably also cite their recent border
accord with Mongolia as evidence of their flexibility
and reasonableness.
The small area of disputed territory on the
Sino-Pakistani border consists mainly of mountains.
The actual demarcation, as in the case of Chinese
border agreements with Burma and Nepal, will re-
quire protracted surve s and on-the-spot negotia-

NOTE
Syria: Q% new period of political instability is
likely to result from the cabinet's decision soon to
lift the state of emergency which has been in force
since September 1961. Although the army will con-
tinue its role of political arbiter, political tensions
will rise in coming months as parliamentary elec-
tions scheduled for next July draw closer. Com-
munists and other anti-Nasir leftists have already
taken steps to cooperate in campaigning for sea
