*Congo: Tshombe made it clear yesterday
that his cooperation with the advance of UN forces
into the extreme southeast of Katanga does not im-
ply his agreement to unrestricted UN movement.
The. purpose of the 'UN move is to secure the
important rail line from Rhodesia which enters
Katanga at Sakania. In announcing his support of
the UN in this instance, Tshombe said he was "prov-
ing his good intentions" and that the UN must now do
likewise.

*Cuba-Latin America: Radio Havana's reg-
ularly scheduled program to Peru on 7 January
was particularly strong in its appeals to the "Peru-
vian people" to continue the revolutionary struggle.
The program, like others directed to several
other Latin American countries, purports to be
directed by a group of exiles living in Cuba. The
revolution may be lengthy, the broadcast stated,
but "it is too late now to contain the uncontainable
... the more brutal the repression, the greater
will be the force of the people in their struggle...."
The broadcast urged young army officers to side
with the people and, at the right moment, to "know
where to aim your rifles"
Broadcasts of this type have been directed in
recent months to a number of countries, including
the Dominican Republic, Guatemala, Honduras,

*Brazil: Leftist President Joao Goulart has
won a landslide victory in the 6 January plebiscite
on restoration of full powers to the presidency.
The US Embassy considers that the announced
abstention rate of 20 to 30 percent is "suspiciously
low;' but notes that a government announcement
that voting was compulsory may have been respon-
sible.
The plebiscite does not legally take effect for
90 days, although Minister of Justice and Interior
Joao Mangabeira, head of the Brazilian Socialist
Party, which generally follows the Communist line,
has nevertheless publicly stated that Goulart could
assume full powers immediately.
The lame-duck congress is scheduled to meet
in special session on 15 January to work out details
of the new governmental system. The new congress,
elected last October, could be called in special ses-
sion after 31 January. Both congresses are likely
to try to make important presidential a ointments
subject to congressional ratification.

Indonesia: Indonesian Communists are making
their strongest bid since independence to obtain rep-
resentation in the cabinet.
In two speeches during the past month, Indone-
sian Communist Party (PKI) Chairman Aidit implied
that civil war might break out if the Communists
continue to be excluded from the cabinet.
These speeches appear calculated to play on
Sukarno's preoccupation with national unity. The
PKI probably would not Min fact welcome a civil war
in the near future. dit :s more threatening tactics,
however, tend to confirm reports that militants in
the PKI are succesilly challenging his hitherto
moderate leadershi
There have been reports that Sukarno is planning
to reshuffle the cabinet sometime within the next two
months.

Common Market: Prospects are poor for get-
ting any early assurances that the Common Market
will enable the US to retain its present sizable
share in the European grain market.
Commissioner Mansholt, who is responsible
for agricultural questions in the EEC, indicated on
7 January that the US cannot expect tariff conces-
sions on its exports of grain and certain other farm
products. He said that the US and the EEC should,
therefore, focus their attention in any future grain
negotiations on the level of EEC prices, which--
if set too high--could encourage a large increase
in European production and thus reduce imports.
Mansholt stressed, however, the "violent" op-
position in Bonn to any reduction in German grain
prices--at present the highest in Europe--and said
that there is little likelihood of an earl EEC agree-
ment on the level of support prices.
