DAILY BRIEF
*Congo (UN officials are increasingly convinced
that the UNce must occupy Kolwezi promptly in
order to prevent sabotage of the Union Miniere instal-
lations there.
(Ts ombe's abrupt departure from Elisabethville
yesterday evening will strengthen the arguments of
UN field commanders who have been urging a move
on Kolwezi with or without Tshombe's approval.
Tshombe's present intentions are not known. Be-
fore leaving Elisabethville he told the British and Bel-
gian consuls that he was in fact a prisoner there, and
he reportedly later telephoned the Belgian consulfrom
outside Elisabethville that he was going to Kolwezi.
Press reports this morning say that Tshombe has ar-
rived in Ndola in Northern Rhodesia, possibly intend-
ing to fly from there to Kolwezi.
CT-.,UN and Western governments, meanwhile
have brought strong pressure on Adoula to drop his

demand that the British and Belgian consuls leave
Elisabethville. Foreign Minister Bomboko indicated
yesterday that the 24-hour deadline given by Adoula
was not meant to be taken literally. Brussels has re-
jected Adoula's demand

Communist Bloc: There are further indications
that Khrushchev is determined to use the East German
party congress for a new initiative against the Albanians
and Chinese.
Yugoslavia, which has not sent an official dele-
gation to a bloc party congress since before its 1948
break with the USSR, has been asked to this one. Its
delegation will be headed by politburo member Vlahovic.
The invitation is a sharp slap at Peiping, which has
consistently characterized the Yugoslavs as represent-
atives of the worst form of revisionism and "running
dogs of imperialism:'
That the East German party congress will take
an anti-Chinese turn is also suggested by Pravda's prac-
tice, since its 7 January editorial, of reprinting increas-
ingly open condemnations of the Chinese by foreign Com-
munist leaders. On both 10 and 11 January, Pravda de-
voted an unusually large portion of its four pages to
these comments which in essence accused the Albanians

in the international Communist movement, and of "in-
correct, highly damaging activities:'

Argentina:Economy Minister Mendez Delfino
and Foreign Minister Muniz believe that unless Argen-
tina obtains immediate financial assistance it faces
financial disaster and public disorder.
Mendez Delfino told Ambassador McClintock
he failed in this
on 10 January that he was doing his best to maintain
the policy line urged by US authorities, but he needed
at least $80 million to keep his head above water. He
said that he could predict with certainty a more in-
flationary and ruinous situation than he now faced if

France: Government leaders in Paris are re-
portedly convince that the historic "special" relations
between Washington and London have been reinforced
by the Nassau agreement. According to the American
Embassy in Paris, Minister of Information Alain
Peyrefitte is the source of current Paris press stories
that careful study of the accord indicates that the UK
has decided to inte rate its national defense system
with that of the US.

trouble with the new provincial government of the
Faroe Islands, which has demanded a loosening of
ties with Denmark and the removal of NATO facilities
from the islands. The US Embassy at Copenhagen be-
lieves that the current negotiations for establishing a
US Air Force communications station in the Faroes
are likely to encounter further delays.

Philippines-UK-Malaysia: The Philippine Gov-
ernment apparently will continue to press its claim to
North Borneo in talks opening in London on 24 January.
President Macapagal's prestige has during the past six
months become deeply involved in the issue, which
originally was a ploy in domestic Philippine politics.
Macapagal now argues that under the proposed Federa-
tion of Malaysia, the Borneo territories would be un-
able to resist eith r Indonesian expansionism or Com-
P ama: A petition requesting the Panamanian
Supreme Court to declare unconstitutional Panama's
approval of the 1903 Canal treaty with the United States
was filed on 4 January. The petitioner is lawyer
Domingo Turner, a founder of the Panamanian Com-
munist Party and legal adviser to several former Pan-
amanian governments. The US Embassy expects that
Turner's action will increase public emotion over the
Canal issue.
Dominican Republic: .Angel Miolan, the chair-
man of resident-elect Juan ch's Dominican Rev-
olutionary Party (PRD) and a reported aspirant for
the Labor Ministry in Bosch's cabinet, has launched a
campaign to merge the country's several free labor
federations into a single national organization. One
of Miolan's motives may be to create a counterpoise
to the Dominican armed forces. His maneuver could
stimulate antigovernment plotting among the military,
most o f whom at present appear t ap rove and sup-
port Bosch's reformist gover
