*West Germany: 1T he Franco-German treaty of
cooperation, signed in Paris on 22 January, faces
an uncertain reception in West Germany
(Spokesmen of the opposition Social Democratic
Party (SPD) have indicated that the party will insist
on linking ratification with a clear statement of sup-
port by the Bonn government for British member-
ship in the EEC. Economics Minister Erhard is in-
sisting that UK-EEC negotiations be continued and
that the exclusion of Britain from European policy
making is "unthinkable:' Erhard reportedly is
slated to lead the German delegation at the resump-
tion of Brussels talks on 28 Januar .

united Europe. Members of his own Christian Dem-
ocratic Party, however, can be expected to warn him
of the dangers inherent in the commitment to consult
on foreign and defense policies. They will be con-

Congo: Maneuvering is continuing in Elisabeth-
villebetween Katangan and Leopoldville politicians.
Tshombe has ordered his ministers to return
to the Katangan capital "to resume their normal
activities:' One of them has insisted that despite
recent events Tshombe's regime continues to be
the legal government of the province, and professed
its willingness "loyally" to apply the UN reintegra-
tion plan.
Mining installations suffered little damage in
the recent fighting. Union Miniere officials have
provisionally estimated that copper production this
year may drop only some 20,000 metric tons from
the planned production of 300,000. Cut power lines
are being rapidly restored, but the officials esti-
mate that restoration of the destroyed railroad
bridges may take up to two months.

Iran:JThe 26 January referendum on the Shah's
reform program may be attended by intensified dem-
onstrations and some violence may occur in Te-
hran and other citie'j~
Vested religious, landed, and business inter-
ests directly threatened by the popular program
demonstrated in Tehran on 22 and 23 January.
They oppose the wider benefits for industrial work-
ers and land distribution to peasants already under
way. Top religious leaders declared on 22 Janu-
ary that it would be a sin to support land reform or
to vote in the referendum
The opposition National Front, which itself fa-
vors land reform, is nevertheless critical of the
Shah's program and reportedly has scheduled a
mass meeting in Tehran on 25 January. A clash
could take place if an effort is made to hold the
meting in the face of a police ban on such gather-
] ings

Pakistan: The death of Foreign Minister Moham-
mad Ali will further complicate President Ayub's in-
political problems. Ayub relied heavily on
ternal
Ali to line up support for the regime among East
Pakistani members of the National Assembly. Mn- j
ister of Industries Zulfiqar Ali Bhutto, who has been
Pakistan's chief delegate in the current Kashmir nego-
tiations with India, will Probably be appointed foreign

Laos: Neutralist commander Kong Le is showing
increasing rritation over Communist pressure tactics
in Laos. In a 22 January broadcast he demanded that
the Pathet Lao stop interfering in the internal affairs
of Premier Souvanna's neutralist party. As a pre-
cautionary move against any Pathet Lao attack, Kong
Le recently redeployed his forces in the Plaine des
Jarres. He is also considering possible 'oin defen- 25
sive actions with General Phoumi's force-9
ongo. a - United ng d : The United King-
dom's recognition of Mongolia on 23 January is the
first by a West European state. Mongolia will seek
to exploit the British action to urge other countries
to follow suit. Mongolia is now recognized by 14
non-Communist countries.

Morocco: King Hassan is agreeable to keeping
American military technicians at the American air
bases after the present base agreement expires at
the end of 1963 according to Foreign Minister'
Balafrej.
Panama: President Chiari expects to raise the
issue of increased compensation to Panama from the
Canal during President Kennedy's trip to Central
America from 17-19 March. The Chiari govern-
ment is convinced that Panama is not receiving just
compensation for US use of the Canal and of the sur-
rounding zone for military installations. A Foreign
Ministry official contrasted the $1.93 million Canal
annuity with the $80 million he claims Portugal is
