France - Middle East: (France apparently is
stepping up political activity in the Middle East
and is hinting that it may make sizable investments
there)
following resumption of diplomatic relations
with Iraq on 19 January, after a six-year lapse,
Foreign Ministry officials have intimated that
France will c nsider favorably Iraqi requests for
economic aid)
(Saudi Arabia has asked for jet fighters from
Frahce. Quai officials have indicated that this
request will be rejected, but say that Paris might
sell other planes for training purposes. De Gaulle
apparently is favorably disposed toward a recent
Saudi request for French military, economic, and
political advisers.

(De Gaulle's planned state visit to Iran in Oc-
tober has increased rumors of possible visits to
other countries in the area, particularly Syria and
Lebanon. Although he probably desires to reassert
French influence in this area, traditionally associ-
ated with France, the cl se military ties with Israel
will be a limiting factor.

Communist China: The recent identification of
a surface-to-air missile site near Shihmen airfield,
about 160 miles southwest of Peiping,brings the
total number of own surface-to-air missile sites
in China to eight
0
constructed, but at least one site at Shuangchengtzu
was under construction between January and July
1962, probably by the Chinese, and without Soviet
assistance. The newly identified site at Shihmen
was built after 1959, and possibly quite recently.
(it cannot be determined when these sites were

three. in the Shuangchengtzu missile test range area,
of which two are believed to be training sites; thre
in the Peiping area; and one at San Yuan near Sian)

NOTE
India-Pakistan: The third round of talks on the
Kashmir dispute, beginning tomorrow in Karachi,
will probably be inconclusive. Each government
seems intent on protecting its bargaining position
while waiting for the other side--or a third party
--to make compromise proposals. Pakistani and
Indian officials are basing their tactics on a belief
that a fourth round9 probably in ril will be the
critical point in the negotiations
