*Somali Republic - Kenya: Tensions over Somali
tribal claims to Kenya territory resulted on 24 Feb-
ruary in widespread, officially supported rioting in
Mogadiscio.
These demonstrations were set off by news of a
recent armed clash between Somali tribesmen and
Kenya police units in the British colony, and led to
attacks on the American, :British, Ethiopian, and
French embassies. The British Embassy was stoned
because of London's refusal to cede Somali-inhabited
territory in Kenya, and the American because the US
has supplied arms to Ethiopia- -Somalia's traditional
enemy.
In the violence in Kenya, which occurred on 20
February, the local police had to be reinforced by
two platoons from Nairobi. The US consul general
in Nairobi has some information suggesting that the
rioting was well planned, and instigated by the So-
mali Government.
The Somali premier has. called for a special
meeting of Parliament for 5 March and may proceed
to implement some of his earlier threats to curtail
British air rights and the activities of a broadcast
relay station.
A planned British military exercise in Kenya
may result in further demonstrations in Mogadiscio
and intensified government propaganda. On 26 Feb-
the British East Africa command will stage
ruary,
an annual military exercise, involving some 4,200
troops, as a field test of a detailed plan for the de-
fense of that portion of Kenya claimed by the Somali
Republic._

Sino-Soviet Relations: The 22 February meeting
between Mao Tse-tung and the Soviet ambassador in
Peiping was the first time in the past several years
that Mao has conferred directly with a Soviet official.
The meeting may have been in response to recent
Soviet suggestions that the Chinese and Soviet parties
hold bilateral talks on major points at issue between
them. Peiping has not rejected these proposals but
has insisted that the party which started the dispute
must make the first move toward resolving it.
The most recent Soviet pronouncements, while
urging a reduction in public polemics, have restated
positions with which the Chinese have disagreed. Pei-
ping has, over the past week, published these Soviet
statements, including Khrushchev's 12 December
speech to the Supreme Soviet, inwhich he attempted to
defend his policies.
Peiping's action in placing this material on the
record for Chinese readers may be intended to set
the stage for a major new Chinese move in the dis-
pute.

USSR: Khrushchev is apparently exploiting his
decision to withdraw "several thousand" Soviet troops
from Cuba in an effort to convince nonaligned nations
of the USSR's sincere interest in reducing tension

)n 21 February, Brazilian President Goulart in-
for~ed the US ambassador that, earlier in the week,
Soviet Ambassador Fornin had delivered a "long, cor-
dial" letter from Khrushchev on the matter of Soviet
troop withdrawals from Cuba. Khrushchev asked
Goulart for his immediate personal opinion regard-
ing the_!~desirabilityll of such a move on the part of
the USSR

Belgium--NATO: pack has told Ambassador
MacArthur that he favs proceeding as rapidly as
possible toward a NATO multilateral nuclear force
(MLF), despite some opposition within Belgium.
Spaak is also considering the feasibility of establish-
ing within the NATO MLF a purely "European com-
ponent" which would include the British. He believes
this would gain substantial support within the alliance
for the MLF concept and would also frustrate DeCaulle's
efforts to exclude Britain politically from Europe
