DAILY BRIEF
*Cuba. The Castro regime has begun prepara-
tions for large-scale May Day ceremonies.

more than two weeks ago that worker units were
practicing for the Havana May Day parade. Cuban
broadcasts assert that 100,000 workers will partic-
ipate in the four -hour parade, after which Fidel
Castro will deliver a major address.
(Castro has normally delivered. the May Day ad-
dress. and the announcement that he will do so this

The Cuban broadcasts claim that more than 800
foreign guests are to come to Cuba for the occasion.
In past years, a number of Latin Americans have
come to Cuba for May Day- -many of them remaining
for some weeks or months.

*AEg!~ntina: Early this morning negotiators
reached -tentative agreement on terms for a cease-
fire'in.the faur-day rebellion, and Fleet Command-'
er Vasquez is now seeking,. rebel approval of'the
.agr eement at the Puerto Belgrafto naval base.
President Guido announced at 0050 EST that
ar , my troops sent to attack Puerto Belgrano -were
ordered to halt 55 miles from the base pending a
decision by the rebels on the'truce terms.
Until this morning, the national radio had f re -
quently repeated communiqud 190 f rom' Army Com-
mander in Chief Ongania statingthat no agreement
had been reached on the cessation of hostilities.
The rebel fleet returned to Puerto Belgra.no,
its main naval base, yesterday afternoon as. an i . n
duceme.nt to further negotiations in line with army
demands.
Thro . ughout.thetruce'talks~ which began late
on 3 April,, Ongania has continued a general deploy-
ment of troops against Puerto Belgrano~ During
their southward movement, army troops took the
naval base at Mar del Plata without resistance early
on 4 April.
The deadline for a rebel decision has not been
reported.

t"'ahana_ about 10 nautical miles west of Mariel.

the installation; all of the Komar boats, however,
were still at Mariel.
USSR: Members of the Soviet party presidium
and secretariat as a group--minus Khrushchev who
is on vacation- -entertained a French Communist
Party delegation in Moscow on 3 April. A public
gathering of this sort during Khrushchev's absence
is unprecedented in recent years and coincides
with persistent rumors in Moscow of stress within
the leadership. The gathering will probably be in-
terpreted in the party bureaucracy as an indication
by the leadership that Khrushchev's presence is not
always necessary.for the conduct of important public
affairs: and that collectivity in the party leadership
is now being emphasized.

Yugoslavia-USSR: Belgrade is restricting Mos-
cow's opportunities to influence the Yugoslav military
establishment, even though it has purchased some
military equipment from the USSR. According to the
assistant Soviet military attache in Belgrade, the
Yugoslavs rejected a Soviet offer to send a military
mission to train personnel in the use of Soviet equip-
ment ac uired during the past year.
