* USSR: The intended mission of the latest
Soviet lunar probe which was either to make a soft
landing on the moon or to achieve a lunar orbit was
not fulfilled, probably because an acceptable lunar
trajectory was not achieved.
The operation, as it developed, could not have
provided significant new data on the surface of the
moon. According to Soviet announcements, the probe

NOTES
Communist China - Nepal: The Chinese Commu-
nists have again complained to t e Nepali Government
about the activities of Tibetan refugees. An officer
of the Chinese Embassy-in Katmandu in late March
expressed his government's resentment to the Foreign
Minister, charging that these Tibetans, incited by the
US and India, often crossed the border into'Tibet to
loot and burn. He asked that Ne al take strong meas-
ures to stop these activities.

Vatican: The forthcoming papal encyclical,
"Pax in Terris," expected to be made. public this
week, will imply that a certain degree of peaceful
cooperation is possible between the Catholic Church
and the Communist world, according to the US Em-
bassy in Rome. the
Vatican has no intention of making, any concession
to communism on fundamentals of church interest
or Christian doctrine. Meanwhile, the Pope has
taken another in a recent series of minor steps to
reduce friction with the Soviets by asking for the
renaming of an exhibit offensive to Communist dip-
lomats which is appearing in Rome under the title
of "The Church of Silence:' The exhibit treats prob-
lems of the church in Eastern Europe.
