Despite moderate statements by both President Makarios and the Turk- ish Government after the ruling, the Turkish Cypriots have promptly rejected an initial compromise pro- posal by the Greek Cypriots. Greek Cypriots out- number Turkish Cypriots four to one\ he Greek Cypriots claim that the Turkish under- ground has been alerted for action and that both the Turkish Embassy and the Turkish army contingent on Cyprus are planning trouble. Twenty-four vehicles were formed into a convoy along the south edge of the site and missile transporters had been grouped east of the site. This activity at Campo Florido immediately pre- ceding the May Day parade in Havana suggested that cruise missiles would probably be displayed. There continues to be considerable con- fusion over the reasons for party secretary Frol Kozlov's absence from public functions in Moscow. On 29 April, the Yugoslav ambassador to the USSR told the British ambassador that Kozlov was "sick" without specifying the nature of the illness. Trotskyite and orthodox Communist elements in Ceylon, reportedly have agreed to form a united front. Their May Day announcement indicated that a common program is yet to be worked out, suggest- ing. that the parties have achieved unity in name only. Similar ventures have been frustrated in the past by 25X1 25X1 U V I I U j the leftists' bitter personal rivalries and policy dif - ferences. *Cuba: May Day in Havana featured what was de- scribed as the largest workers' parade in Cuban his- tory. The main theme in Havana as well as in cities throughout the country, however, was a sober exhor- tation to increase production; Deputy Premier Raul Castro devoted more than half his address. to the sub- ject.
