Pakistan-Afghanistan. (Paicistan's President
Ayub has agreed to the restoration. of Afghan-Paki-
stani relations and is seeking to bring this about
speedily. He is telling, the Afghans they will be
permitted to reopen all the offices they maintained
in Pakistan before the break in relations in. Septem-
ber 1961, including. the important consulate in Pesha-
war. The Iranian foreign minister, who received
this information and is passing it to Kabul, is sug-
gesting an earl meeting in Tehran to conclude
ar-

A paratroop battalion reportedly is in trouble after
being surrounded by a force of 1,500 tribesmen
ran: Disci en tribal forces in southwestern
Iran have reportedly increased their strength, and
local military authorities fear that elements of the
important Qashgai and Bakhtiari tribes may soon
join other. tribesmen who are already fighting gov-
ernment forces. An additional army battalion is
to be moved into position to keep them separated.

Iraq. (The failure of the Iraqi regime and Kurd-
ish leaders to agree on steps to implement their 8
March preliminary agreement on Kurdish autonomy
may cause the Kurds soon to resume open rebellion.
Baghdad now is stalling on Kurdish demands for local
.autonomy while strengthening its military position in
the area. The sweeping nature of the Kurds' recent
proposals may have stiffened opponents of a settlement
