(The proposal is directed specifically against the
three US Polaris submarines which are being as-
signed.to NATO. In presenting it to Under Secretary
Ball on 20 May, Ambassador Dobrynin emphasized
it would prohibit sea-borne as opposed to landbased
missiles, The proposal apparently has also been
delivered to governments of countries bordering on
the Mediterranean
(Soviet propaganda suggests that Moscow's main
charge will be that any form of NATO nuclear force
is merely a device for giving West Germany access
to nuclear weapons. On 9 May, Marshall Malinovsky
reiterated in a Pravda article that the USSR would
regard West German ccess to nuclear weapons as
a "direct threat to its vital interests and will be forced
to do everything necessary to ensure its security and
that of its allies." He also recalled Moscow's notes
of 8 April to the Western powers which stated that
implementation of a NATO nuclear force "wo d rule
out disarmament talks for at least ten years.

Ecuador: (The. Chinese Communists may be pro-
viding financial support for Communist guerrilla ac-
tivities in Ecuador )
COn 19 May, Ecuadorean authorities arrested
Ecuadorean Communist Party (PCE) leader Jose
Roura Cevallos upon his return from London and
Moscow. He was carrying $27,500 in cash and doc-
uments regarding terrorist operations.
(Roura and his traveling companion, the New
China News Agency (NCNA) representative in Ecua-
dor and also a PCE member, apparently had close
contact in London with Chinese officials. of the NCNA.

*Turkey. The Inonu government has declared a
"state of siege" placing virtually every aspect of
civil life under strict military control. Traffic of.
all kinds is being strictly controlled, apparently to
permit speedy action by mobile forces to counter
any disturbance that may develop. Political parties
and politicians have been warned sharply against
making any statement that would "tend to confuse
the public." This warning is aimed at the extremist
element of the opposition Justice Party as well as
at other dissident groups that might be tempted to
try to exploit the situation following the abortive
coupm

to restore Pakistani -AfgHan relations are scheduled
to begin on 24 May in Tehran. Since early March,
when the previous Afghan government fell, Karachi
has indicated that it would permit the Afghans to re--
open both their diplomatic establishments and the
offices which facilitated the movement of Afghan trade
across Pakistan. Kabul in turn has moderated the
propajanda it aims at the Pushtoon tribesmen in Pak-
istan. I I
British Guiana: The US onsul general in George-
town believes that if~he British want to prevent the
deadlock between the government and the strikers--
now in its fifth week--from erupting into "inconclu-
sive" violence, they will have to intervene energeti-
cally and decisively within the next few days. The
effect of London's policy has been to defend Premier
Jagan against the efforts of the trade unions and the
political opposition to unseat him. Tension in the
colony is mounting, Demonstrations necessitating
police action occurred in Georgetown on 20-21 May.)
