*USSR: Khrushchev's 2 July speech in East.
Berlin contains a proposal designed to give the
forthcoming three-power test-ban talks in Moscow
an appearance of increased scope and promise.
In a marked shift in the Soviet position, Khru-?
shchev dropped his long-standing insistence that
an indefinite moratorium on underground testing
accompany an agreement to ban nuclear testing in
the atmosphere, outer space and under water.
This shift, taken together with another favorable
comment on President Kennedy's 10 June speech,
is intended~to convey a constructive approach to
East-West relations.

Chae-chun is reported to be planning a coup agains
junta leader Pak Chong.-hui, possibly for 6-7 July.
Kim Chae-chun, who has been losing ground in
a struggle with former security chief Kim Chong-pil's
group over control of the government political ap-
paratus, allegedly intends to set up an interim gov- .
ernment which would call for free general el~ctions~
The Kim Chong-pil faction has previously .made
charges of coup plots in order to remove rivals,
and the present plot could have been fabricated to
remove Kim Chae-chun. Relations between Pak and
his present security chief have deteriorated, and
Pak too may be. seeking an excuse to replace him. "
Whether the plot is real or fabricated, its reve-
lation might be used by the regime to justify an ex-
tension of military rule beyond late this year, when
Korea is tentat vel scheduled to return. to civilian
administration.,

*East Germany: The reported promulgation of a
decree granting the East German Minister of Defense
full powers to establish prohibited areas is another
step by the ~[7lbricht regime toward its goal of achiev-
ing full national sovereignty.
On the basis of initial Western press reports, the
terms of the decree, whose- publication in the official
- Law Gazette brings it legally into force, appear to be
sweeping. The. press reports do not indicate whether
orders have been issued to implement the: decree, but
if fully implemented, it could affect both Allied ground
and-air access, to West Berlin and. the movement of mil-
itary mission personhel in East Germany.
It appears that. the most significant section of the
decree is that relating to the establishment of .prohibited
air zones. While this ?'power" could be used to inter-
fere.with the three Allied air corridors over East Ger-
many, the- decree is more. likely to be applied initially
only to the -air space over East Berlin. Possibly to
justify such action, the decree provides for establish-
ment of prohibited air- zones over "important political
centers!' The regime claims East: Berlin is "the capi-
tal of the GDR" and it is expected to be legally incorpo-
rated into East Germany later this year.
The establishment of a prohibited air zone over
;East Berlin would also be designed to deny Western air-
- craft the use of that portion. of the Berlin Control Zone-
ich asses over the Soviet sector.

opportunity to register an official position since the
May visit of Liu Shao-chi to North Vietnam, Hanoi

Soviet resolution of the Moscow World Women's
Congress. A recent high-level North Korean dele-

*Argentinae With general elections to be held in
four days' time, tension is running high. Several
groups, mostly Peronists, are reportedly still plot-
ting to disrupt the elections, but they do not seem at
this time to be strong enough or sufficiently well
coordinated to have much chance of succeeding. The
armed forces, ..taking no chances, are implementing
a comprehensive security plan which is to eke tin
effect until the critical period has passed;
