China-USSR:~The Chinese Communists are ap-
parently moving ahead with plans to solidify regional
groupings of their supporters in the increasingly frag-
mented Communist movemen)
(A meeting of leaders of pro-Chinese factions of
all Western European Communist parties will report-
edly be held in Tirana in early September. The meet-
ing has reportedly been organized at the instigation
of the pro-Chinese leaders in the Belgian Communist
Party)
Jacques Grippa, the dissident leader of the small
pro- hinese wing of the Belgian party, has been in
Tirana since 14 July. Franco Mofese, leader of the
pro-Mao Italia -China Friendship Association who
was expelled from the Italian Communist Party in
June, has been in Tirana since 18 July. Both of
these leaders have reportedly received financial sup-
port for their. activities from the Chinese and they
may be in Tirana under Chinese direction to arrange
the forthcoming meetin
(The Chinese have also been actively attempting
to form Afro-Asian groupings of front organizations,
such as journalist, trade union, and peace associa
tions,. which would exclude the Soviet Union. They

(were successful in reducing the Soviet membership
in the Afro-Asian Journalist group from participating
to observer status at the last meeting in Indonesia).
(The Chinese have also continued to reiterate their
direattacks on the Soviet agreement to join in the
nuclear test-ban treaty in their attempt to portray the
Soviet Union as a nation which has capitulated to cap-
it;lism. The North Koreans now have joined the Al-
an regime in support of the Chinese charge

by the he Soviet Union, which in a statement issued on
3 August accuses the Chinese of "political irrespon-
sibility" and of joining with the "wild "men" and ex-
tremists in the imperialist world. The statement
charges that the concepts advanced by the Chinese
could only be understood if they came from those
"who are doomed by history, from those under whose
feet the ground is shaking," and accuses the Chinese,
who are trying to turn the Soviet people against the

Communist China: (Communist China continu s to
purchase large quantities of grain from the West.
cjhipment within the next six months of the first
500,000 tons of wheat under the recently concluded
three-year Chinese-Canadian grain agreement will
bring total grain imports from the West this year to
about 5 illion tons--about the same as was imported
in 1962.
Canada and Australia are the main suppliers of
Western grain to China. Last year these two countries
shipped approximately two thirds of the Western grain
going to China and in 1961 they accounted for about 4.8
million tons of the 6 million tons purchased by China.
Other important suppliers are' France Argentina,
Burma. and South

NOTES
USSR - Communist China: The 1962 Soviet foreign
trade handbook confirms the further decline in Sino-
Soviet trade. Trade in 1962 totaled $749 million- -an
1-percent drop from 1961 and a 64-percent drop from
the high year of 1959. Chinese exports to the USSR
amounted to $516 million, while imports from the USSR
amounted to only $233 million. China's extra large
trade surplus--over $100 million more than the $180
million needed to meet annual long-term debt obliga-
tions to the USSR--was used to make an advance pay-
ment on its $320 million trade debt originall sched-
uled for renavment between 1962 and 1965.
Iraq: Army forces are advancing on schedule in
the initial phases of the renewed offensive against the
Kurds. The government now expects organized resist-
ance to end within a week, but it seems more likely
that large-scale fighting will continue until bogged
down by the autumn rains. The army's scorched-earth
tactics in Kurdistan are forcing the government to take
steps to import considerable quantities of wheat to
avert famine

Egypt-Morocco: (qairo has begun a vicious press
campaign against Kingj Hassan, charging his regime
with "repression" and with mowing down Moroccans
"in streets by machine guns." The Cairo press claims
that the United States has turned away from Hassan,
and that he now is being driven into closer association
with France. This press campaign began soon after
Hassan's discovery of a conspiracy against his regime
