Britain-Cuba: ~~zndon continues reluctant to deny

~British officials state that under various interna-
tiona agreements, Britain cannot legally refuse Cu-
ban civil aircraft permission to make technical stops
in British colonies. Cuban planes recently landed at
Grand Cayman Island to transfer passengers, some
of whom ere Communist agents, bound for Latin
America)
(British officials plan, however, shortly to install
a new procedure requiring all persons wishing to
change planes in British territories en route to or
from Cuba to possess transit visas. According to a
Foreign Office official, this procedure will probably
be effective in checking air travel by subversives
through all British territories in the Caribbean ex-
cept British Guiana, where there may be an enforce-
ment loophole)
(The Guianese want to give Cuba direct landing
rights, but the Foreign Office official said London
has not ecided how it would handle a formal Cuban
request.1

Argentina: President-elect Illia plans to revoke
Argentina's anti-Communist laws and to depend on a
new security law to deter and control illegal Commu-
nist activities.
Illia hopes that legalizing the Communist Party
(PCA) will cause it to surface many influential per-
sons who have been serving the Communist cause
secretly, 25X1
The PCA was outlawed last Way -by a de-
cree-law, and subsequently some 30 Communist
fronts were ordered closed. The PCA is the largest
Communist party in Latin America, excepting Cuba,
with an estimated 40,000 to 45,000 members and
100,000 sympathizers.
Anticipating renewed legal status, the PCA re-
portedly plans to hold an overt conference next No-
vember to discuss new party strategy and the Sino-
Soviet dispute. While the PCA has officially an-
nounced support for the Soviet position, it reportedly
is having some difficulty with younger PCA members
and members of the Communist Youth Federation
who sympathize more with the Chinese position.

India: Nehru's Congress Party will be under
heavy fire in the parliamentary session opening to-
day. For the first time, the opposition will prob-
ably muster the votes to table a no-confidence mo-
tion, even though it has no chance of passing one.
In an effort to refurbish the party's tarnished image,
some Indian cabinet members and state chief minis-
ters have offered to resign to take up party work;
however, a major shake-up involvin _,key cabinet
is unlikely at this time.
