*South Vietnam: (Some further relaxation of martial
law continues, but security is being tightened around
the palace)
.Guards at the presidential palace, normally pro-
vid by an elite army unit, reportedly have been re-
placed by units under Colonel Tung, the pro-regime
commander of the Special Forces. Antiair raft ar-
tillery has also been emplaced in the are!
Meanwhile, there continue to be indications of a
propaganda buildup of Ngo Dinh Nhu. His picture is
appearing in public buildings and a million posters of
Nhu in his uniform as leader of the Republican Youth
Movement reportedly have been printed for dissemina-
tion throughout the country. Some army leaders ap-
pear concerned that Nhu p ans further moves to en-
hance his personal power.
Although government military operations against
the iet Cong are continuing, there are indications of
some curtailment. A large-scale operation in central
Vietnam was suspended on 22 August because of mar-
tial law commitments, and the number of small-scale
operations has declined in the past few days.) I

Yemen-Aden-UK-1 There continue to be incidents

between Yemen republican forces and British-led
troops along the Aden-Yemen border. Artillery and
machine-gun fire has been exchanged there sporad-
ically since early June and fighting again occurred
last week end when the Yemenis refused to evacuate
a village claimed by the British-protected Aden Fed-
eration. The Yemenis have reportedly prote ted to
the UN, charging the British with aggression. F_

Congo: Serious tribal fighting may break out in
the western Katangan province of Lualaba, endanger-
ing Belgian mining operations and European personnel.
Two large, traditionally hostile tribes, the Lunda and
the Tshowke, are threatening open warfare if their
respective candidates do not win upcoming provincial
elections. There are five UN battalions and ten Congo
Army (ANC) battalions spread thinly throughout the
Katanga area, but only one UN battalion of Irish troops
and one ANC compare are in Kolwezi, the ma'or min-
in-- town of ba.
Common Market: In recent comments on the
poultry dispute,
continue to predict that the EEC will "counter-
retaliate" if the US withdraws tariff concessions on
trade in the amount it has announced. The EEC con-
siders this figure unacceptably high. Although the
EEC countries appear increasingly eager to avoid a
resort to reprisals by either side, the compromise
reduction in poultry levies they are considering ap-
pear too small to be of any great value to US export-
