CIA-RDP79T0097 007200200001-9 j UN-Congo: U Thant seems intent on recommend- ing to the Security Council that UN forces not be re- tained in the Congo beyond the end of this year. The secretary general told US representatives or. 26 August that he believes financing the UN force re- mains the chief obstacle to its continuance in the Congo. He disagrees with the US view that the General Assem- bly could be persuaded to adopt an appropriate financ- ing resolution, and feels that lack of contributions may halt UN civilian operations after 31 December. Thant reiterated that his mandate for the Congo operation is for the most part fulfilled. He disagreed with the US view that he still has authority to continue helping the Congo Government maintain law and order until the Congolese Army is prepared to assume the task. The US mission believes that assurances of addi- tional funds and representations by other African states are probably the only remaining means of influencing Thant to change his position. Although no decision has been made on ending the tour with a visit to the UN, the Yugoslav Foreign Ministry is proceeding on the 25X1 assumption that to will do so and has drafted a s eech canceled because of political difficulties in Brazil. Brazil: President Goulart plans to visit Europe in late September, according to statements issued by Brazilian officials to the press. Goulart will visit several western European capitals, and Poland and Czechoslovakia. The trip is apparently a reschedul- ing of one Goulart planned to take last year and later Finland: Differences over the govern ens eco- S ON nomic policies may bring down or force changes in Prime Minister Karjalainen's Agrarian-led coalition. The three trade union representatives in the cabinet may resign as a result of sharp disagreement with the Conservatives over measures to meet the government's financial crisis.
